“Invest in Zambia: Tourism Investment Outlook, Trends, and Opportunities” Event in Madrid

UN Tourism and the Ministry of Tourism of the Republic of Zambia recently concluded the "Invest in Zambia: Tourism Investment Outlook, Trends, and Opportunities" event during FITUR in Madrid, on January 23, 2024.

The event exceeded expectations, showcasing Zambia's robust tourism sector and its pivotal role in national and regional socio-economic growth. A highlight was the soft launch of Zambia´s tourism investment guidelines, being developed jointly by UN Tourism in close collaboration with the Ministry of Tourism of Zambia, the Zambia Tourism Agency and The Zambia Development Agency, offering key insights into the country's tourism investment climate, promoting its unique value proposition, and highlighting competitive attributes that make it an attractive destination for investors. Mr. Evans Muhanga, Permanent Secretary of Zambia’s Ministry of Tourism, emphasized the launch as a significant milestone in the country’s journey towards fostering sustainable tourism development. This exclusive gathering underscored Zambia's commitment to positioning tourism as a key priority in the national agenda for socio-economic development, with anticipated positive spill-over effects on the African region, significantly contributing to regional economic growth and development. Attendees included key stakeholders, government officials, and industry leaders, affirming Zambia´s appeal as a prime destination for tourism investment. Zambia further extended an invitation to all Member States to the 2nd Regional Conference on Brand Africa to be held from 22 to 24th July 2024, in Livingstone, the Home of the Victoria Falls.

Message of Elcia Grandcourt, UN Tourism Regional Director for Africa

Dear Esteemed readers, 

“Bringing the world closer” UN Tourism new tagline puts people at the center of what we do as well as solidifies our role as the premier global authority driving tourism for sustainable development. 

With a renewed commitment to prioritizing both "people and planet," we are forging ahead with renewed optimism and determination towards increasing growth and shaping the future of tourism. 

It is so encouraging to witness a remarkable surge in the recovery of Africa´s tourism. Despite the ongoing economic and geopolitical challenges, the continent's tourism sector is regaining momentum. Africa's resurgence reflects a remarkable 96% recovery of pre-pandemic visitors in 2023, surpassing international tourism with 88%. This is fueled by robust pent-up demand, particularly from European markets, whereby countries such as Ethiopia (+30%), Tanzania (+20%), and Morocco (+11%) have surpassed their 2019 visitor numbers. 

As we implement the realigned UN Agenda for Africa - Tourism for inclusive Growth, our focus remains steadfast on promoting inclusive growth through education, investment, product diversification, innovation, and digital and technological transformation. From advocating Brand Africa to enhancing travel facilitation and air connectivity, our strategic initiatives aim to unlock the continent's tourism potential and foster sustainable development.  

In addition, we are leading various projects based on the demand for technical assistance from several member states on tourism statistics, hotel classification, human capital development and tourism development strategy, and more. Through collaborative partnerships and south-south cooperation, we are able to better respond and help build resilience and the competitiveness of the African tourism sector. 

We continue to collaborate with key partners in advocacy in the region such as through the Single African Air Transport Market (SAATM) which plays a pivotal role in opening up new destinations and driving tourism growth in Africa. By facilitating easier air travel across the continent, SAATM promotes accessibility to previously underserved regions as well as boosting regional trade and integration, unlocking their tourism potential and fostering economic development. As we continue to advocate for SAATM implementation and the African Continental Free Trade Area (AFCFTA), we envision a future where travelers can seamlessly explore diverse African landscapes and cultures, contributing to the continent's overall prosperity. 

Looking ahead, 2024 promises to be a year of groundbreaking initiatives and collaborative endeavors. Zambia's upcoming hosting of the 2nd UN Tourism Regional Conference on Brand Africa underscores our commitment to catalyzing tourism investments and promoting the continent as a premier destination. Additionally, our focus on gastronomy tourism as a driver of inclusive growth will be highlighted at the First UN Tourism Regional Forum on Gastronomy Tourism in Zimbabwe, Victoria Falls, providing a platform for industry experts to chart a sustainable path forward. 

The 67th Meeting of the UN Tourism Commission for Africa in the People's Democratic Republic of Algeria will serve as a pivotal forum for shaping the region's tourism agenda and fostering dialogue among key stakeholders. Through continued collaboration with sub-regional economic communities and United Nations Country teams (UNCT), we will continue to mainstream tourism as a game changer for sustainable and inclusive development. 

As we navigate the challenges and opportunities that lie ahead, our unwavering commitment remains to harness the full potential of tourism for the benefit of people and communities across Africa. With a renewed sense of hope and purpose, let us work together to realize a future where tourism serves as a catalyst for prosperity and shared success.

The Committee on Tourism and Sustainability convened in its 18th Meeting on 23 January 2024 on the sidelines of FITUR 2024.

This marked the inaugural meeting for the newly elected members for the 2023-2027 term, underscoring the UN Tourism’s commitment to steering sustainable and resilient tourism development. Eight out of the nine elected CTS members were present, including Kenya and Zimbabwe from the African region, alongside representatives from Associate and Affiliate Members. All candidates for the position of Chair and Vice-Chair presented their visions and strategies to the Committee. Following these presentations, the Committee elected Costa Rica as the Chair and Croatia as the Vice-Chair for the new term.

Objective: 

Conduct a comprehensive study of the five priority tourism sites in Greater Gaborone identified during a previous scoping mission and from which to build a future study to develop investment models and guidelines for these sites using sustainable tourism principles. 

Focus: 

Incorporating the following principles of sustainable tourism in the development process:  

Community Involvement and Empowerment: upgrading of traditional township through tourism in Old Naledi   

Preservation of Cultural and Natural Heritage: promotion of Gaborone´s historical core and energizing youth culture in the new Central Business District  

Education and Awareness: awakening the value of Botswana cultural heritage to tourists and residents   

Infrastructure Development: harmonizing the development of infrastructure to create sense of place and beautification of urban spaces  

Diversification of Tourism Offerings: Developing new cultural tourism products and building on existing tourism attractions   

Collaboration and Partnerships: installing new forms of governance to allow comprehensive development which has a strong tourism representation   

Latest News: 

From 15-26 April, UN Tourism was on site with the team of experts to conduct inspection visits of the five proposed priority sites and to meet with the Department of Tourism for the official inception meeting.  

The UN Tourism mission also met with the Reference Group, which includes all key stakeholders, for the presentation of the main concepts of the priority sites to secure their support and involvement in the project.  

Additional meetings were held with landowners and local community organizations to integrate their perspectives, preferences, and aspirations into the tourism development process.  

Stay tuned for updates on the conceptual urban design drawings for the sites of Greater Gaborone as well as other priority tourism sites to be developed in the other areas of Botswana!

Dear Esteemed readers,

As we begin another exciting year, I am pleased to share with you some of the remarkable strides and exciting initiatives that are transforming the African tourism landscape. To mark the 10th anniversary of this Newsletter, I will delve into the rebound of the sector post-pandemic and will look at the realigned UNWTO Agenda for Africa – Tourism for Inclusive Growth, along with a glimpse into the exciting year ahead.

Strong Rebound Post-COVID 

Despite the challenges posed by the pandemic, the African tourism sector has demonstrated unwavering resilience. International arrivals surged to 84% of pre-pandemic levels between January and July 2023, marking a significant milestone in our recovery journey. Africa, in particular, has been a standout performer, achieving an impressive 92% of pre-pandemic levels, thanks in no small part to the rapid resurgence of countries in North Africa, of our Small Island Developing States (SIDS), and beyond, with some countries recording double digit tourism growth in the first six months of the year alone. Within the next few days, we will share with you the first UNWTO World Tourism Barometer of 2024. I have every confidence that it will further illustrate the rapid and remarkable recovery of African tourism from the impacts of the worst crisis in our sector’s history.  

Survey Insights and Agenda Realignment 

Our commitment to shaping a sustainable future for African tourism led us to conduct comprehensive surveys, resulting in the realignment of the UNWTO Agenda for Africa-Tourism for inclusive Growth. From promoting innovation and technology to advocating for Brand Africa, travel facilitation and air connectivity, to unlocking growth through strategic investments – the agenda now stands as a robust roadmap for inclusive growth. In addition to the core priorities, the results of the surveys revealed new areas for us to focus on, including tourism governance, human capital development, product diversification and niche markets, and tourism infrastructure. 

25th UNWTO General Assembly Highlights  

A pivotal event that underscored our collective achievements was the 25th UNWTO General Assembly (GA) in Samarkand, Uzbekistan, from 16 to 20 October 2023, marked by Africa's active involvement and significant contributions to key leadership roles. The assembly saw the election of Algeria and the United Republic of Tanzania as Vice Presidents of the GA, with the Democratic Republic of Congo (DRC) and Zambia representing the region on the credentials committee. Meanwhile, Mauritius assumed the role of chairing the Regional Commission for Africa, with Nigeria and Kenya as Vice Chairs. The UNWTO Executive Council welcomed new members; Ghana, DRC, Namibia, Nigeria, and Rwanda, with DRC notably assuming the role of the first Executive Council Vice-Chair for 2024, adding a further layer of distinction to our regional representation. Our active participation in various committees solidified Africa's influence across key domains. Notably, African nations took on crucial roles in shaping global policies, with Kenya and Morocco contributing to the Programme and Budget Committee, Kenya and Zimbabwe dedicated to Tourism and Sustainability, Kenya and Zambia driving Tourism and Competitiveness, and Morocco and Seychelles overseeing Statistics. 

Furthermore, Algeria proudly represented Africa in the Committee on Matters Related to Affiliate Members, ensuring our region's perspectives and interests are well-represented. In the Taskforce on Redesigning Tourism for the Future, Côte d'Ivoire and Senegal offered invaluable insights, underscoring Africa's commitment to shaping the future of global tourism. These appointments reflect not only the collective strength of African nations but also our unwavering dedication to influencing positive change on the global stage. 

Collaborative Initiatives and Groundwork in 2023 

Throughout 2023 we fostered collaboration with regional economic communities, conducted virtual workshops, and organized the 66th UNWTO Regional Commission Meeting for Africa from 26 to 28 July on Rethinking Tourism for Africa: Addressing Global challenges and Promoting Investment and partnerships which culminated in the adoption of the Mauritius Declaration on a new Path for Africa tourism through Global Partnership and investment. Our continued partnership with West African Economic and Monetary Union (UEMOA) underlines our key engagement towards capacity-building and a testament on safety and security in the region through the two recent online trainings workshops held on 28-29 September and 30 November-1 December 2023. 

In addition, the first Communications, Media and Tourism Training Workshop in Africa  held in Victoria Falls, Zimbabwe, 13-15 November provided participants with effective communication strategies aimed to promote tourism as a key driver for development.  Furthermore, the renewal of the MOU with the African Airlines Association (AFRAA) and the recent signing of the MOU with the African Civil Aviation Commission (AFCAC) underscores our shared commitment to travel facilitation, air connectivity, and visa processes. 

Climate Action, Partnerships, and Affiliation 

Our commitment to climate action is echoed through the Glasgow Declaration on Climate Action for Tourism and the UNWTO One Planet Programme on circular economy. In addition, we invite you to strengthen public-private partnerships and consider joining the UNWTO affiliate membership. 

Looking Ahead  

Over the year ahead, our focus will be to reinforce the priorities of the agenda with a strong focus on education, investment, advocating brand Africa, travel facilitation, and above all training and capacity-building with a strong commitment to supporting our member states, fostering collaborations, and guiding the sector towards a future of prosperity and shared benefits. 

As we begin a new year, with refreshed hope and determination, I look forward to working with you all to deliver on tourism’s enormous potential for people and communities right across Africa.

Tourism in Africa: Bouncing Back

 

According to UNWTO data, tourism across Africa is returning to strength following the unprecedented crisis caused by the pandemic:

· International arrivals across Africa recovered 96% of pre-pandemic visitors

· At the sub-regional level, North Africa is performing particularly strongly. Here, arrivals were actually 8% higher than the pre-pandemic levels of 2019 in Jan-July 2023.

· Globally International tourism receipts grew back to hit the USD1 trillion mark in 2022, a 50% growth in real terms compared to 2021. Among African destinations with available data, with Ethiopia (+28%), Tanzania (+19%) and Morocco (+15%) by far exceeding their respective pre-pandemic levels in January-July 2023.

UNWTO Members Meet to Rethink Agenda for Africa Tourism

Tourism leaders from across Africa met to rethink and realign the sector's role as a driver of development and opportunity across the region. At the 66th meeting of the UNWTO Regional Commission for Africa, Member States joined representatives from international organizations and the private sector to focus on opportunities around tourism jobs and investments while also recognizing the vital need to address challenges, including the climate crisis.

 
   

Tourism Leaders Place African Focus on Global Challenges

The Conference on Rethinking Africa: Rethinking Tourism for Africa: Addressing global challenges; Promoting investment and partnerships brought expert African perspectives to global challenges, highlighting the need of investments towards a greener tourism sector and access to finance within the sector and the need to further strengthen public-private collaboration at every level

UNWTO's Participation in the UNESCO Capacity-building Workshop on Community-Based Ecotourism and Conservation

At the kind invitation of the UNESCO Multisectoral Regional Office for Central Africa, UNWTO participated in a three-day workshop aimed at building the capacities of local organizations, enterprises, and communities involved in ecotourism and conservation work around the two World Heritage sites in Cameroon.

 

Workshop on Safety and Security: Crisis Communication in the Tourism Sector

Tourism is an ever-evolving sector, offering enormous potential for economic growth and development for Africa. However, to harness this potential fully, ensuring safety and security is paramount. It is within this framework that UNWTO, in partnership with UEMOA, organized a virtual workshop on "Safety and Security in Tourism in Africa" from 28 to 29 September 2023 in French, uniting over 50 participants from various African nations.

UNWTO Communication, Media and Tourism Training in Africa Workshop

The first UNWTO Communication, Media and Tourism Training in Africa Workshop organized in collaboration with the Ministry of Tourism and Hospitality Industry of Zimbabwe and the Zimbabwe Tourism Authority (ZTA) was in the majestic Victoria Falls, from 13 to 15 November 2023 bringing together tourism professionals, journalists, media and communication specialists drawn from 20 countries in the Africa region.

Empowering Rural Communities in Africa

One of the flagship initiative of UNWTO's Tourism for Rural Development Programme, Best Tourism Villages (BTV) launched in 2021, aims to propel local development by recognizing rural destinations that exhibit accredited cultural and natural assets and vision on sustainability.

UNWTO/EBRD Support Tourism Dashboard Project for the Kingdom of Morocco

UNWTO, in partnership with the European Bank for Reconstruction and Development (EBRD), has successfully developed a Tourism Dashboard for Morocco's Ministry of Tourism, Handicraft, and Social and Solidarity Economy.

 

UNDP and UNWTO Supporting Tourism Recovery and Local Economic Development in the United Republic of Tanzania

Since 2022, UNDP Tanzania and UNWTO have been collaborating on a joint project, titled "Tanzania Tourism Recovery through Digital Transformation and Local Economy Development".

International Tourism in Africa Recovered 92% of Pre-pandemic Levels Through September 2023

 
 

· Africa recovered 92% of pre-crisis arrivals in January-September 2023, compared to the 84% for the world average. This follows a 67% recovery in arrivals in 2022. Africa was the second-best performing region after the Middle East in the first nine months of 2023.
· North Africa (+8%) is together with Southern Mediterranean Europe and Central America the three world subregions to recover pre-pandemic levels in January-July 2023.
· International tourist arrivals in Ethiopia (+28%), Tanzania (+19%) and Morocco (+15%) exceeded their respective pre-pandemic levels by far in this seven-month period.
· In terms of receipts, Africa has recovered 84% of pre-pandemic earnings versus 74% for the world in 2022. According to available data, Seychelles (+59%), Algeria (+56%), Ethiopia (+49%), Sudan (+30%), Burundi (+23%), Morocco (+16%), Guinea (+12%) and Kenya (+10%), exceeded pre-pandemic levels in receipts in 2022.

 

 
 
 

8th UNWTO World Forum on Gastronomy Tourism, San Sebastian, Spain 5-7 October

The 8th UNWTO World Forum on Gastronomy Tourism was celebrated last October in San Sebastian (Spain) and counted on the important presence of Africa. Under the theme "Gastronomy Tourism: Back to the Roots", the Forum presented an opportunity to deepen the focus on African gastronomy and its links to agriculture and cultural heritage

New Affiliate Members from the Continent

Bedouin Limited from Nigeria and LT Luxy Conciergerie from Côte d'Ivoire became the newest Affiliate Members of Africa.

The African participation at the 25th session of the UNWTO General Assembly was not only a display of unity and collaboration but also a clear indicator of the continent's readiness to lead and innovate in the tourism sector. Together, we are steering African tourism towards a brighter and more sustainable future. In a display of creativity and technological prowess, the second iteration of the Tourism Hackathon Nigeria unfolded at the Eko Convention Centre in Lagos from September 6th to 7th, 2023. Organized by Bedouin Group as part of the Hack for Tomorrow initiative, the event set out to redefine Nigeria's tourism landscape through the power of technology.

 

                                     

Over two dynamic days, a diverse array of participants, aged between 18 and 30 and representing various fields, unveiled astonishing ingenuity. Among the finalists, Virtual Tour NG from Oyo State claimed victory with a web application seamlessly integrating Virtual Reality. This innovative solution addresses critical concerns in the industry - ensuring financial accessibility, preserving cultural heritage, and streamlining logistical operations. 

The event's impact extends far beyond its duration, promising to shape the future of African tourism. With gender inclusivity and a focus on sustainability, the hackathon heralds a new era of tech-driven tourism innovation.
