Tourism Labour Market Observatory (TLMO) OPEN CALL

UN Tourism Academy is looking for an HIGHER EDUCATION INSTITUTION (University or Research Center) to design a tool and conduct the data analysis of the Tourism Labour Market Observatory (TLMO) project in a member state in the Middle East.
PROJECT OBJECTIVES
The objectives of the Tourism Labour Market Observatory (TLMO) project are to conduct an in-depth analysis that focuses on the challenges faced by the workforce, identifies best practices, and examines the impact of emerging technologies—particularly Artificial Intelligence (AI) and digitalization—on the tourism sector. This initiative aims to generate two comprehensive reports that offer valuable insights and practical recommendations to enhance the tourism labour market. By addressing the identified challenges and leveraging best practices, the project seeks to support sustainable growth and development within the sector.
This TLMO aims to establish methodologies and standards to comprehensively understand the intricacies of the tourism labour market, including talent acquisition, retention, skill gaps, digitalization trends, and prospects, facilitating informed decision-making and fostering advancements within the Tourism sector. The TLMO will also focus on the foreseeable impact of Artificial Intelligence and Digitalization on the Tourism sector.
PROJECT PHASES AND TIMELINE
The actual project implementation will involve an expert team who will work in close collaboration with UN Tourism and the Ministry of Tourism of the member state, ensuring that the project activities are well-coordinated and aligned with the overarching goals. The project will be implemented consisting of four distinct phases:
- Phase I (Proposal, Introduction and Survey Development)
- Phase II (Survey Distribution, Focus Group Discussions and Interviews):
- Phase III (Analysis Data)
- Phase IV (Report Preparation)
This open call is specifically for phases I and III (Design and Analysis)
PROJECT DELIVERABLES
In order to meet the objectives of the TLMO project, selected Higher Education Institution is due to collaborate in Phase I and III, following the research requirements provided by UN Tourism Academy:
- Comprehensive research proposal, including Introduction, Methodology and Survey Development (tool)
- Data Analysis. The selected institution will analyze all collected data and prepare the corresponding reports.
Note: this open call doesn’t include the data collection phase
Applicant institutions are expected to have the following competences:
- Be able to work in Arabic and English fluently across its structure;
- Have proven experience in creating research content, publications, statistics, etc;
- Have previous experience in conducting research projects in the Middle East;
- Preferably know the tourism reality of the Middle East region;
- Preferably have high level of awareness concerning international issues;
