La Comisión Regional de las Américas (CAM) conformada por los países miembros de la OMT en el continente, presentó a los Ministros de Turismo de cada país el análisis de la evolución del turismo en las Américas y en ese marco se evaluaron los resultados y las tendencias del sector.

Según la OMT, las llegadas de turistas internacionales alcanzaron un máximo histórico en 2010, con un crecimiento del 7% y situándose en los 150 millones (10 millones más que en el año de la crisis, 2009, y 2,5 millones más que en el mejor año, 2008).

El crecimiento del turismo internacional en las Américas se explica en gran medida por factores económicos, en concreto los signos de recuperación de la economía estadounidense y la vitalidad de los países latinoamericanos. La creciente integración regional de América Central y del Sur también ha favorecido esta tendencia. Por subregiones, el crecimiento fue mayor en América del Sur (+11%), seguida de América del Norte (+7%) – justo por encima de la media mundial –, mientras que en América Central y el Caribe (+4% en cada caso), la recuperación del turismo internacional fue ligeramente más lenta.

En la CAM, también se de establecieron las prioridades del programa de trabajo para el próximo bienio y se incursionó en los preparativos de la XIX reunión de la Asamblea General de la OMT, así como la LIII reunión de la Comisión que juntas se celebrarán en GyeonJu en Corea del 8 al 14 de octubre de 2011.

Secretario de la OMT visitará en septiembre El Salvador

El Salvador estuvo presente en la 52ª Reunión de la Comisión Regional de las Américas de la Organización Mundial del Turismo con la participación del Ministro de Turismo, Lic. José Napoleón Duarte Durán, quien aprovechó para invitar a sus homólogos de América para que asistan en el XIX Congreso Interamericano de Turismo que se realizará los días 29 y 30 de septiembre de 2011 en San Salvador.

En este sentido, el Ministro Duarte pudo reunirse con el Secretario General de la Organización Mundial del Turismo, Taleb Rifai, quien aceptó la invitación en ser el invitado de honor en el Congreso que actualmente funciona como una Reunión Ministerial Sectorial del Consejo Interamericano para el Desarrollo Integral de la Organización de los Estados Americanos.

El XIX Congreso Interamericano de Turismo se celebrará bajo el título “Turismo, un desafío frente a la pobreza: competitividad empresarial como herramienta del desarrollo turístico”.

Según el representante del Gobierno salvadoreño, el objetivo es “plantear estratégicamente una amplia visión de inclusión social económica e institucional política en la industria turística mundial”.

Seminario: Las inversiones en turismo en las Américas

En el marco de la celebración del Bicentenario de Paraguay, la Secretaría Nacional de Turismo de este país organizó tres reuniones internacionales sobre turismo entre ellas: la 52ª Reunión de la Comisión Regional de las Américas de la Organización Mundial del Turismo, el Seminario Técnico sobre Inversiones en Turismo de las Américas y la XI Conferencia Iberoamericana de Ministros de Turismo (SEGIB) a realizarse este 18 de mayo.

La apertura del Seminario fue a cargo de la anfitriona del país sede, la Ministra de Turismo de Paraguay, Liz Cramer y Carlos Vogeler, Director Regional para las Américas de la OMT. Este seminario se dividió en cuatro sesiones. En la primera, las ponencias giraron en torno al marco político y socioeconómico de la región; el papel de los bancos de desarrollo y de inversión y de los organismos multilaterales.

La segunda sesión se ocupó de exponer los factores clave para la atracción de inversiones en turismo, incentivos a la inversión: aspectos legislativos, crediticios y fiscales. Otro de los temas que llamó a la atención es el referido a la conectividad aérea y las infraestructuras como factores críticos para el estímulo de las inversiones y el desarrollo de los flujos turísticos.

En la última sesión se analizó la visión que tienen los inversores del sector privado, culminando con la presentación de lo que será un taller sobre inversiones turísticas en el marco de la feria turística en España, FITUR 2012.

Paraguay. La LII Reunión de la Comisión Regional para las Américas de la Organización Mundial de Turismo (OMT), que desde este martes sesiona en Asunción, propondrá a sus participantes realizar un análisis a fondo de la evolución de ese sector en este continente, valorando sus resultados y tendencias en el último año. Por ocupar su país la presidencia rotativa del mecanismo desde el 2009, el ministro de Turismo de Venezuela, Alejandro Fleming, presidirá el encuentro en esta oportunidad.

La cita incorpora en su agenda el examen de temas de crucial importancia como el  trabajo de la gobernanza y los entes de promoción turística, el tratado de protección a los consumidores, y propuestas sobre la promoción y participación de la región en eventos internacionales.

La reunión se ocupará también de establecer las prioridades del programa de trabajo para el próximo bienio, e incursionará en los preparativos de la XIX Reunión de la Asamblea General de la OMT, además de fijar lugar y fecha del próximo encuentro de la Comisión Regional, refiere un despacho de la agencia Prensa Latina.

El 18 de mayo, como parte del evento, se dará paso al Seminario Técnico sobre Inversiones en Turismo en las Américas, que estará presidido por el Secretario General de la Organización Mundial del Turismo, Taleb Rifai, y la ministra del ramo en Paraguay, Liz Cramer.

Durante esta convocatoria se presentarán ponencias en torno al marco político y socio-económico de la región, el papel de los bancos de desarrollo e inversión, y de los organismos multilaterales; además de analizarse factores clave para la atracción de inversiones en turismo e incentivos a la inversión: aspectos legislativos, crediticios y fiscales.

La conectividad aérea y las infraestructuras como elementos críticos para el estímulo de las inversiones y el desarrollo de los flujos turísticos, y la visión que tienen los inversores del sector privado constituirán también temas de debate.

Tourism Minister, the Hon. Edmund Bartlett led Jamaica’s delegation to the just concluded 4th annual two-day Tourism Outlook Seminar at the Half Moon Conference Centre, at the Half Moon, A RockResort in Montego Bay. The two-day seminar was staged by the Ministry of Tourism, the Jamaica Tourist Board (JTB), and the Tourism Enhancement Fund (TEF) in partnership with the United Nations World Tourism Organization (UNWTO) from April 19-20.

The seminar which was staged under the theme “Retooling for the New Decade...2011 and Beyond,” has once again attracted a number of tourism’s key policy makers and stakeholders from across the Caribbean as well as a highly respected cadre of presenters drawn from well recognized organizations worldwide, such as the UNWTO, the Inter-American Investment Corporation, Royal Caribbean Cruise Lines, Grace Kennedy Limited, Pan Caribbean Financial Services, PhoCusWright, and Exim Bank of Jamaica to name a few.

Minister Bartlett gave the keynote address at the seminar’s opening ceremony, while key presenters on Tuesday’s opening day included Chairman of the Jamaica Tourist Board and Director of Tourism, Mr. John Lynch, whol focused on “Assessing the Role and Impact of Niche Markets” using Jamaica as a case study and Director for the Americas, at the UNWTO, Mr. Carlos Vogeler who spoke on “The Changing Face of Travel.” Mr. Luigi Cabrini, the Director of Sustainable Development at the UNWTO, spoke on “Responsible Tourism- Benefits to the Destination and Local Communities.”

Other topics discussed on the first day of the seminar include “Social Media: Navigating the Virtual Space,” which was addressed by Vice President of RuderFinn, Mr. Kip Eideberg. The Cruise Shipping industry was placed under the microscope on day two as Ms. Joy Douglas, the General Manager of Urban Development Corporation, addressed the matter of “Cruise Dynamics in the Caribbean.” Chairman of Grace Kennedy Limited, Mr. Douglas Orane spoke on “Repositioning Your Business for Success,” in retooling your business for today’s competitive environment.

Mr. Cees Bosselar, Director of Business Development & Destination Analyst, PhocusWright spoke on “Research, Perception & Branding” while Managing Director of the Export-Import Bank of Jamaica, Lisa Bell examined the “Secrets to Business Success.” Corporate Finance Director at the Inter-American Investment Company, Mr. David Levy spoke on the matter of “Accessing International Financing.”

Minister Bartlett said the discussions were "geared towards providing the kind of solutions that will assist players in the tourism trade in the Caribbean to retool and refocus in order to better position themselves for success in the future, and should be beneficial to all in attendance.”

Minister Bartlett added that “this year’s seminar was very informative, with enlightening discussions on topics which will fuel healthy debate. I am very confident that it will facilitate the type of discourse needed to arrive at solutions which will assist players in the tourism industry in the Caribbean to remain competitive.”

Director of Tourism, Mr. John Lynch emphasized that “the Tourism Outlook Seminar is very important as it provides a valuable platform for examining the challenges facing the industry while fostering stronger relationships between stakeholders. The seminar will also help players in the sector to better position the industry to ensure survival in the increasingly competitive global environment. I am confident the speakers and the topics that will be examined will stimulate constructive discussions that will benefit the sector.

The cooperation program, which will run until the end of 2012, got underway with a Workshop on Tourism Statistics for the Southern Cone Countries held in Montevideo in collaboration with the Ministry of Tourism of Uruguay (11-15 April 2011). With the participation of representatives from tourism administrations, national statistics offices and central banks, the workshop represents an important step towards increased coordination in tourism measurement.

The statistics component of the program aims to reinforce governance and tourism policy in Uruguay, Brazil, Argentina, Paraguay and Chile by providing reliable and harmonized tourism indicators and data. The project is part of both organizations’ objectives of improving national tourism statistics systems and accelerating regional integration. The statistics component further includes the development of a Regional Tourism Observatory.

In the area of tourism governance, UNWTO and the IDB will collaborate to set out a framework for tourism governance at national and regional level. Special attention will be given to tourism promotion organizations.

The third activity is focused on the promotion of direct private investment, as well as on public investment strategies. Research will be carried out on the key factors driving private investment decisions including legislation, fiscal policy, credit lines, warrants, administrative procedures and capital movement. In the area of public investment, UNWTO and the IDB will focus on the transversal character of tourism and the fact that most investment decisions which impact the sector are taken by multiple areas of government.

The cooperation program between UNWTO and the IDB aims to contribute to the process of economic and social development in Latin America and the Caribbean through tourism. The sector is one of the largest and fastest growing in the region, and plays a critical role in creating jobs, providing foreign currency and generating and distributing wealth.

In 2010, Latin American and Caribbean destinations received around 74 million international tourist arrivals. In 2009, tourism to the region generated just over US$ 58 billion in international tourism receipts.
