SAFE-D Europe: Before a Crisis: Strengthening Preparedness & Early-Warning

This session will focus on strengthening crisis readiness in European tourism by addressing risk assessment, preparedness strategies, and early-warning mechanisms. Discussions will explore how to map tourism vulnerabilities, identifying risks such as natural disasters, security threats, and public health crises. Participants will examine ways to enhance early-warning systems through improved multi-hazard monitoring, stronger stakeholder coordination, and the use of digital alert tools. The session will also highlight the importance of integrating crisis preparedness into tourism governance, ensuring effective collaboration between governments, businesses, and emergency services.

Speakers

Louis Bernard founded Crisotech in 2010

He has extensive experience in risk prevention and crisis governance across a wide range of fields.

He worked for the crisis unit of the Ministry of Foreign Affairs, notably on the repatriation of French nationals from Côte d'Ivoire in 2004. At AXA Assistance, he supervised the implementation of crisis management procedures. The procedures he drafted were used for the repatriation of French nationals from Lebanon in 2006 and for managing families following the crash of AF 447 in 2009, in collaboration with the relevant ministries. Within the GEOS group, he has organized logistical support for several complex missions (Gaza, Nigeria, Afghanistan, electoral observation missions, etc.) and has been involved in the governance of various crises (kidnappings, security arrangements, etc.).

He is the author of Lexique Managérial (2012, Voilier d'Arbren), the special issue of Revue Management entitled Mieux Négocier, and Guide pratique de formation par la simulation : On n'a jamais appris à faire du vélo dans un livre (2014, VA Press). He is also the co-author of La Gestion de crise illustrée: Les leçons de la Crise des missiles de Cuba (VA Press, 2016). In addition, he has contributed to the script of several risk management awareness serious games and has designed hundreds of crisis exercises.

He is an auditor for the National Session on Strategic Crisis Management at the Institut des Hautes Études de Sécurité et de Justice (INHESJ). In 2016, he completed the Corporate Safety and Security Management program at ESCP Europe. In 2019, he obtained an MBA Essentials from the London School of Economics. He teaches international negotiation at IRIS and crisis management at HEC.

In 2021, he contributed as a UN Tourism expert to the drafting of the White Paper on Safety and Security in the Tourism Sector, a key tool aimed at strengthening crisis preparedness and risk management within global tourism. This publication serves as a crucial reference for policymakers, industry stakeholders, and destination managers seeking to enhance the resilience of the tourism sector in the face of security challenges.

Lastly, Louis is an associate expert for the 24-hour news channel France 24 (French and English), where he provides expert insights on terrorism, hostage-taking, intelligence, state crisis management, and aviation security.

Laura Lloyd-Braff has over 15 years of experience in public health programming in both emergency and development contexts. She began her career with the World Health Organization (WHO) in 2013 at the Western Pacific Regional Office, where she mapped health resources across typhoon-affected areas of the Philippines. Laura went on to support WHO Ukraine's emergency operations in 2015 and again from 2022 to 2023, focusing on enhancing the availability of primary healthcare and ensuring continuity of essential services along frontlines and in conflict-affected areas. Laura also spent more than five years with WHO in Yemen, operationalizing a Minimum Service Package for Health and overseeing its Emergency Operations Center and in a complex humanitarian setting.

In 2024, Laura transitioned to WHO's Regional Office for Europe, where she now works on strengthening emergency preparedness and resilience of health services across the European region. Her current work includes supporting preparedness for mass gatherings, strengthening hospital preparedness across the region, and assisting WHO member states in developing national mass casualty management plans to enhance response capabilities in the face of large-scale emergencies.

Laura also participates in the Coalition on Health and Tourism, where she contributes a health emergency perspective to discussions on ensuring the resilience of health systems in the context of tourism and large-scale events. Her diverse experience reflects a deep commitment to building health system resilience in crisis situations and ensuring that essential health services are accessible and sustainable, even in the most challenging contexts.

Rita Roque is a Senior Officer in International Relations in the Department of International Relations of Turismo de Portugal. For the past 15 years, has worked in public administration in areas related to political, social and cultural themes connect to national and international affairs.

In Turismo de Portugal, since 2020, Rita joined the European affairs team during the Portuguese Presidency of the European Union (PPUE) that has driven the review and update of the strategy for Tourism (last revised in 2010). Currently, works with communication and promotion of European projects in the tourism sector, and on the development of international partnerships and networks between the counterparts of Turismo de Portugal at European level.

Rita holds a degree in International Relations.

With a background in Spatial Planning, Susana has worked for over 15 years in the field of Regional and Urban Planning, contributing to the development of Territorial Management Instruments at various scales.

Currently, is the Head of the Sustainability Team at Turismo de Portugal, where she leads efforts to structure a more sustainable and climate-resilient tourism offer. Her work focuses on promoting environmental best practices, fostering the sector's adaptation to climate transition challenges, and ensuring that tourism contributes positively to local communities.

Susana played a key role in the development and implementation of the "Plano Turismo +Sustentável 20-23" and is now working on a new sustainability plan for the tourism sector in Portugal, that might reinforce the commitment to climate action and positive community impact, ensuring a responsible and forward-thinking approach to tourism development.

In the field of standardization, is the Chair of CT 144/SC 14 – Sustainability and is registered as an expert for CT 144 in ISO/TC 228/WG 13 – Sustainable Tourism.
